The Harbor system, which encompasses the Property Appraisal Delivery System (PADS) along with all associated technologies—whether they are current, in development, or conceptual—represents the original intellectual property of its creators. It is presented here for research, demonstration, and regulatory design purposes, particularly in light of appraisal modernization efforts and the HR Bill 1625.
